Theme and Scope
    You are cordially invited to participate in the 4th International Conference on Optimization and Control with Applications (OCA2009), which will be held in Harbin and Wudalianchi in June 6-11, 2009. Wudalianchi is a famous geopark located in Heilongjiang, China. The goal of the 4th OCA is to provide an international forum for scientists, engineers, researchers, and practitioners to exchange ideas and approaches, to present research findings and state-of-the-art solutions, to share experiences on potentials and limits, and to open new avenues of research and developments, on allissues and topics related to optimization and control. The 4thOCA will include keynote lectures, invited lectures and contributed papers. Prospective authors are strongly encouraged to make their papers as accessible as possible to a wide varietyof readers. All submitted papers will be reviewed. The accepted papers, which willbe presented in the Conference, will be included in the conference CD Rom. Highquality papers will be invited to submit their expanded versions for considerationfor publication in one of thefollowing journals. (i) Journal of Global Optimization; (ii) Pacific Journal of Optimization; (iii) Nonlinear Dynamics and Systems Theory;(iv) Dynamics of Continuous, Discrete and Impulsive Systems, Series B; and (v)Journal of Industrial and Management Optimization.
Submission
?All papers should be written in English and the working language of theConference is English.
?Manuscripts should be prepared following the sample paper in the LaTexfile (oca2009-sample.pdf) and dvi file (oca2009-sample.dvi). Completed papers should be submitted to the Chair of Publication Committee(oca2009@cqnu.edu.cn).
?Proposals of special sessions and registrations should be submitted to theSecretariat of Program Committee before 1 March, 2009.
